UNESCO ได้จัดพิมพ์ “Policy Guidelines for the Development and Promotion of Open Access” เพื่อเพิ่มความเข้าใจเกี่ยวกับแนวคิดเรื่อง Open Access (OA) พร้อมแนะนำขั้นตอนที่เป็นรูปธรรมในการวางนโยบายที่เกี่ยวข้องกับ OA

คู่มือเล่มนี้ถูกจัดทำขึ้นเพื่อโปรโมท OA ด้วยการเสนอมุมมองต่างๆ ที่เกี่ยวข้องกับ OA เพื่อตอบสนองความต้องการของการพัฒนานโยบายที่เกี่ยวข้องกับ OA ในหน่วยงานของรัฐ สถาบัน หน่วยงานวิจัยและพัฒนา ตลอดจนหน่วยงานที่เกี่ยวข้องกับการให้ทุนทางวิทยาศาสตร์

เนื้อหาภายในคู่มือ แบ่งออกเป็น 9 หมวด คือ

ภายในคู่มือยังนำเสนออภิธานศัพท์ (Glossary) ที่เกี่ยวข้องกับ OA รวมถึงตัวอย่างและเทมเพลต (Template) เพื่อพัฒนานโยบายที่เกี่ยวข้องกับ OA คู่มือเล่มนี้เขียนโดย Dr. Alma Swan ผู้เชี่ยวชาญทาง OA เนื้อหาฉบับร่างยังได้ถูกนำเสนอเพื่อพิจารณาใน  the Open Access Community ใน the WSIS Knowledge Communities
